Green light for R & D Levy

The Australian Electoral Commission (AEC) announced on Thursday that 67.9% of voters were in favour of the Thoroughbred Research, Development & Extension levy.

“We are delighted with the results,” Thoroughbred Breeders Australia (TBA) President Trevor Lobb said.  “The strong yes vote means TBA will now prepare the required formal submission to the Minister for Agriculture, Fisheries and Forestry.”

Ballot papers were issued by the AEC on Monday, July 15 with the ballot closing on August 8.  The count conducted at the Melbourne Office of the AEC.

The Australian Government requires a majority of those eligible thoroughbred breeders who are registered to vote, and who return completed voting papers, to support the levy proposal for it to pass and then be eligible for government consideration.

The total number of votes counted by the AEC resulted in 60.3% in favour of the levy proposal.

If approved by the Minister for Agriculture, Fisheries and Forestry, the levy will be matched dollar for dollar by the Australian Government; this together with ongoing voluntary contributions from the thoroughbred racing sector will provide a more secure Thoroughbred R&D fund of around $1 million per annum for investment in vital R&D projects focused on delivering practical outcomes for the Thoroughbred and racing industries including the production of more commercial yearlings, improvement in reproductive techniques and the management of exotic diseases.

The proposal is for a charge of $10 per mare covered per season and paid by the stallion owner, and a charge of $10 per mare returned per season and paid by the broodmare owner.  The planned operative date for the Levy is August 1, 2014.
